Boaz Moselle
Biography
Dr. Boaz Moselle is a principal of The Brattle Group and heads its Brussels office. He is an economist and former regulator who provides qualitative and quantitative analyses of strategic policy and regulatory issues in gas and power markets across the EU. He advises regulators, utilities and other market players on market liberalization and its strategic implications, on network unbundling, regulatory finance, investments in low carbon technologies, and many other issues.
Dr. Moselle was previously a Managing Director at the UK energy regulator Ofgem, where he was responsible for Ofgem’s work on security of supply, the environment, and the development of European energy markets. He was closely involved in the work of the European Regulators’ Group for Electricity and Gas (ERGEG). After leaving Ofgem he represented ERGEG’s chairman Sir John Mogg in the European Commission’s High Level Group on Competitiveness, Energy and the Environment.
Dr. Moselle holds a Ph.D. in Economics from Harvard University, and an M.A. and Ph.D. in Mathematics from the Universities of Cambridge and London. He has taught economics and statistics at Northwestern University, published a textbook on statistics, and written numerous articles on a range of economic and regulatory matters. He has also testified before a number of parliamentary committees in the UK.
